it won't be a filibuster, but they're forcing harry reid to basically go and get 60 votes to confirm hagel. >> why is that? >> why are they doing it? >> why the change? why the change of heart? >> well, i think mccain has gone back and forth. i think at the beginning he suggested that he might try to block hagel's nomination. then he defended him the other day when the criticism really got out of bounds. and now he's back to saying he may try to block it. but it feels like reid will get his 60 votes. >> he's going to, but willie, they keep going back to benghazi. by the way, listen, we've said here clearly the white house screwed up, the state department screwed up, it was hillary clinton's low point. they asked for security in benghazi. they didn't get it. the ambassador asked for help. he didn't get it. what does that have to do with chuck hagel? >> well, john mccain has been trying to get answers from the white house about benghazi. i think he sees this as a moment of leverage now. he can hold this up. he's got a bunch of republican senators who will follow his lead. >> what does

it doesn't say that it's his idea, that bob woodward knows it's his idea and passes on to harry reid in the senate, doesn't tell you that part. >> megyn: the statute requires him it make cuts from person agencies in the board. but does it require him to actually say at ice, or for the ice administration say, okay, we need to let these he will legal who we believe need to be deported. and ice is under dhs for paying for training for employees that involves some zombie simulations all on-- >> zombie-- >> aren't there better ways for the federal government to start saving money rather than releasing-- look, we paid for this, rather than releasing detainees? >> i don't have proof of this, but appears to me that this is a targeted event and so, it's the federal government and the white house saying, oh, oh, oh, you republicans really screwed up now. these are the people that you want to cave, but you made a mistake and now we're letting them go. you've got what you didn't really want, but this is where we are today. i don't believe that we don't have any evidence that this is impeachable

what is wrong with harry reid that he could not get along with a house and set up a budget for them so you could go to congress and have a budget? i cannot believe after four years there has not been one. guest: it is really surprising. congressman jim cooper wrote a piece of legislation, no budget, no pay. it required the congress to pass a budget resolution. the set and house agreed on it and did the appropriation bills on time. it the senate did not do that, they would have to give up their pay until the work got done it. -- if the that it did not do that, they would have to give up their pay until the work got done. i was a sponsor of that bill. within minutes of having that legislation passed, harry reid came to the podium and said this year the senate will pass a budget. it is a critical step forward. at this point we will be able to see what a separate report -- priorities are, and hopefully we will be able to pull those documents together and have this country work on a budget for work, work with inside the budget framework so we can control the rampant growth of government. >h

it will be tough for harry reid and the senate's. these are issues that will come over here at some point. don't you think it will hold up the process if he is having trouble on these issues? >> the process was designed to be inefficient and difficult so that, if congress were able to move a bill through both houses, they could agree upon a bill, it would actually become law. and so, at the start of every session, there is always a number of issues that carry from the prior session. frankly, there's a lot of scar tissue that carries over with a lot of these bills. it is up to congress to figure out where the common ground is. and how to deal with it. >> what does this mean for your party politically if the sequestered goes through? >> let me make clear, i don't like the sequester. ax. -- i think it will be like taking a meat ax to our government. the president did not want to have to deal with the debt limit again before his reelection. it was the president and senate democrats committed with us to get an outcome from the super commi
